Workplace & Employee Safety Measures
In addition to access control and security measures at the plant, the Company provides employees with a legally compliant working environment covering workplace passages, floors, ventilation, lighting, work areas, machinery and equipment, fire prevention, disaster preparedness, and other related matters. Procedures for reporting, investigating, and documenting accidents are stipulated in the Company’s “Occupational Safety and Health Work Rules.”
The Company’s measures for protecting the working environment and employees’ personal safety are summarized below:-
- The Company has commissioned a security company to implement access control and strengthen the management of personnel, vehicles, and goods entering and leaving the premises. All visitors and incoming or outgoing deliveries must be registered and issued temporary identification. Employees entering the plant must use their access cards and wear identification badges to ensure site security and effective management.
- Additional authorization controls are implemented in production areas, laboratories, and raw material and material storage areas. Access is managed in accordance with the Company’s “Manufacturing Area Personnel Access Management Procedures.”

- In accordance with the Regulations Governing Public Safety Inspection and Certification of Buildings, the Company commissions a professional organization to conduct a public safety inspection of its buildings every two years.
- The Company’s equipment systems—including air-conditioning, high- and low-voltage electrical equipment, transportation equipment, machinery, firefighting equipment, water systems, and gas systems—are jointly managed by the Administration Department and responsible units under established plans. Departments using machinery and equipment, or the units responsible for such equipment, must conduct regular inspections, maintenance, and servicing in accordance with applicable laws and regulations. Detailed inspection records must be maintained and submitted monthly to the occupational safety unit of the Administration Department for review.
- Regulated hazardous machinery and equipment, such as elevators, Category I pressure vessels, and boilers, are inspected annually in accordance with occupational safety and health laws. Before an operating certificate expires, the Company applies for a periodic inspection by a qualified inspection organization authorized by the Occupational Safety and Health Administration. After the equipment passes inspection and a valid operating certificate is obtained, the certificate is publicly displayed, and a copy is submitted to the Administration Department for recordkeeping.

- The Company has established an “Emergency Disaster Response Manual,” “Occupational Safety and Health Work Rules,” “Occupational Safety and Health Management Procedures,” and “Facility Safety and Maintenance Guidelines,” among other documents. These documents specify disaster-prevention and emergency-response precautions, procedures for reporting accidents and occupational injuries, and the responsibilities and duties of personnel at all levels before and after an emergency.
- To protect employee safety and health and promote occupational safety and health practices, the Company has appointed one occupational safety and health supervisor and one occupational safety and health management specialist. These appointments have been reported to the competent local authority.
- Employees who work with hazardous chemicals receive hazard communication training to strengthen their understanding of proper occupational safety and health practices and ensure that appropriate measures are taken when hazardous chemicals are used or stored.
- When operating production equipment or using chemicals, employees are provided with appropriate personal protective equipment, such as safety goggles, acid- and alkali-resistant gloves, and safety footwear, to prevent workplace hazards. Emergency response equipment is also placed at work sites so that abnormal conditions can be handled promptly, reducing the severity and extent of potential incidents. Routine operational inspections are conducted regularly.
- For work performed in environments with significant noise, engineering controls for noise reduction are evaluated first. When such controls are infeasible or difficult to implement, employees in the affected work areas are provided with hearing protection, such as earplugs or earmuffs.
- Operators of hazardous machinery and equipment must obtain the required qualifications and licenses. Inspections, maintenance, and servicing are conducted monthly, while periodic inspections are conducted annually. Government-authorized organizations inspect the internal and external structures of equipment at the plant.
- Before contractors enter the plant to perform contracted work, they receive occupational safety and health training and are informed of applicable hazards. When subcontractors are involved, the principal contractor is responsible for providing their occupational safety and health training. Contractors must be fully informed of environmental hazards and safety precautions at the work site and assign supervisors to oversee on-site safety management. The Company’s occupational safety unit also conducts unannounced inspections of on-site operations.

- Fire protection systems are installed in accordance with applicable laws and regulations, including alarm systems, firefighting water systems, emergency escape systems, and designated fire prevention managers.
- To ensure the proper maintenance and management of fire safety equipment, the Company commissions certified fire protection equipment engineers, technicians, or professional inspection organizations to inspect the plant’s fire safety equipment between May and June each year, as required by the Fire Services Act. Inspection results are submitted to the local fire department for recordkeeping within 15 days after completion.
- The Company regularly conducts fire drills, occupational safety and health training required for employees’ duties, and disaster-prevention training. Emergency escape routes and exits are provided and included in drills throughout offices and plant facilities. To strengthen routine fire-prevention measures, a person responsible for fire prevention is appointed on each floor based on the use of the premises and the configuration of fire evacuation facilities, gas equipment, and fire safety equipment. Fire-prevention management teams are also organized, including fire suppression, safety protection, emergency reporting, evacuation guidance, and first-aid teams. All plant personnel share responsibility for fire prevention.

- Health examinations: Newly hired employees must undergo a physical examination before commencing employment. Existing employees receive regular health examinations and special health examinations for designated operations in accordance with the Occupational Safety and Health Act and other applicable regulations.
- With the exception of designated smoking areas, smoking and betel nut chewing are prohibited throughout the plant. The plant environment is also cleaned and disinfected regularly.
- The Company has established and implemented programs for the prevention of ergonomic injuries, maternal health protection for female employees, prevention of diseases caused by abnormal workloads, and prevention of unlawful workplace conduct to safeguard employees’ physical and psychological health.
- The Company organizes courses on stress and emotional management, communication skills, and related subjects, providing employees with psychological adjustment support and knowledge-enhancement seminars.
- Expression of opinions: Employee suggestion boxes are provided to allow employees to express their opinions and emotions while strengthening interaction between employees and the Company.
- Prevention of sexual harassment: To prevent sexual harassment in the workplace, the Company has established measures for the prevention of workplace sexual harassment, together with complaint and disciplinary procedures, to maintain and promote a safe working environment.

- Each department conducts self-inspections of machinery and equipment according to its operational activities. The inspection items and forms may be adjusted jointly by relevant personnel, including the responsible department and occupational safety personnel, based on actual circumstances. However, inspection items required by law may not be removed.
- Operational checks are conducted before, during, and after work. Pre-operation checks identify environmental factors, machinery and equipment conditions, and operational characteristics. Checks conducted during operations help verify the current safety status and identify whether unforeseen or human factors have caused safety facilities to malfunction. Post-operation checks support work handovers and communicate current workplace conditions.
- Hazardous machinery and equipment undergo periodic daily, monthly, and annual inspections, maintenance, and servicing. Organizations authorized by the Occupational Safety and Health Administration or the Construction and Planning Agency inspect the internal and external structures of plant equipment. Equipment is replaced or improved as necessary based on inspectors’ findings. On-site personnel may use the equipment only after it passes inspection and a valid operating certificate has been obtained.
- Work environment monitoring is conducted to identify hazards in the workplace and evaluate their potential effects on employees’ health.
Before conducting work environment monitoring, the Company performs the following steps:- A work environment monitoring plan, including a sampling strategy, is developed. The process begins with the collection of basic information and an inventory of raw materials, production processes, and hazardous substances. Similar exposure groups are then identified through observations, interviews, records, and surveys, after which sampling is conducted for employees with the greatest potential exposure.
- Monitoring items and locations are determined. Items monitored include carbon dioxide (CO2), noise, organic solvents, designated chemical substances, and the Wet Bulb Globe Temperature (WBGT), among others.
- The following chemical management measures are implemented in accordance with the Regulations for the Labeling and Hazard Communication of Hazardous Chemicals:
- Safety Data Sheets (SDSs) are kept in locations that are readily accessible to on-site personnel.
- Safety Data Sheets are updated at least once every three years, and records of all updates are retained.
- Clear and visible labels are affixed to containers, tanks, and storage areas.
- An inventory of hazardous chemicals is prepared and maintained.
- Personnel involved in relevant operations receive chemical hazard communication education and training.
- Priority management chemicals are regularly reported in accordance with applicable requirements.

- Employees must participate in occupational safety and health education and training and may not be absent without valid reason.
- Personnel engaged in occupational safety and health activities must obtain the relevant qualifications and licenses and undergo periodic refresher training in accordance with the Occupational Safety and Health Education and Training Rules.
- Personnel operating hazardous machinery or equipment or performing special operations must receive training from qualified external training institutions, according to the conditions of their work, and obtain the required training hours or professional qualifications.
